Does a trade secret need to be novel?

For something to be entitled to patent protection, it must be novel, which is basically a requirement that the invention be something new. Trade secret law does not have a similar explicit novelty requirement, although there is a requirement that the information have some minimal novelty (because if it has no novelty at all, how can it have any value?).
